Numbering Foundation and
Identification Levels
The Unified Numbering Networks usefulness is in great part reliant
upon the credible identity of its users. The first reason is for
supporting a strong democracy which is the heart and soul of the
network. Voting on anything important requires strong validation
of identity. So, it’s only natural to utilize such validation at least in
part, for determining hierarchy and responsibilities amongst users.
In the beginning, many of those signing up will do so in situations which may be devoid of
sources to confirm their identification. Therefore in order to see to it no one is left out,
the initial rungs of the identity ladder rely on the honor program to provide at least some
level of assuredness of user identity.
This age old process of relying on honesty of people bodes well with the user centric nature
of the network and its purposes. By granting a little trust and placing such responsibilities
with individuals we show them respect and honor. It might sound odd but we really need
to exemplify one and other simply for being honest. Trust is the most elemental part of any
teams foundation. And like they say, you need to build it and what better place to start?
So, this is how we can lend honor and dignity to everyone for verifying and vouching to the
identity of new users in the initial authentication processes. It’s a reasonably dependable
method that’s accessible across all realms of societies regardless of the particular
identification methods used by each.
That said, it’s important to acknowledge the serious nature of such a responsibility. Anyone
who knowingly vouches for someone on a fraudulent basis will permanently lose access to
the network and of course could be charged criminally, where applicable.
To limit exposure of any fraudulent activities that may occur, each users abilities within the
Unified Numbering Network are limited to their level of identity validation. These levels
shall be visible to others in the public Directory and everywhere else in the network online.
Current identification Levels are denoted in numeral form 1 thru 10. Some of the basic
differences for each are shown in the following table and expanded upon in further detail
Level 1 “TRUSTEE”: Entry level Numbernames are made to be extremely affordable for
most but some folks simply don’t have the extra money for such things. So, there’s another
way for these individuals to get a Numbername and it provides them with the same
opportunities everyone else has, but at zero cost.
Trustees are exactly what their label implies. We all place our trust in their statements that
they do not have the money to sign up and are who they say they are.
Trustees can get any Numbername up to $100 in value for free. Like everyone, they begin
by signing up for a free PUN (Personal Unified Number). Then they earn enough credits to
purchase their NumberName by referring others. Being a Trustee is temporary, once
someone they’ve referred signs up as a level 3 or higher user, they automatically move up
Level 2 “UNITER”: Becoming a Uniter is based on being associated with other users. So,
along with Trustees who successfully refer others, anyone who joins the network by getting
signed up directly through a Trustee or a Uniter begins their experience in Unified
Numbering as a Uniter. The term fits well as everyone at this level has obviously had
contact and communications with another user whether new or old. These people are
knowing of the necessity for people to unite and actively participating in the effort which of
course is the most elemental process and purpose of Unified Numbering at its core.
Unlike Trustees, Uniters can take more active parts in the project by giving or selling
(transferring) $5 in #Bucks to others. This is the first level that can sell or transfer such
credits and there’s no limit on how much they can make aside from the $5 max per referral.
Anyone who joins via a Uniter becomes a Uniter and can perform the same transfers up to
$5. And each time someone they’ve referred contributes more online, they get a
commission applied to their account. Since most users want to support the Project by
getting a better Numbername this will be a regular occurrence.
Level 3 “MESSENGER”: Messengers enjoy a large range of important benefits not available
to Trustees or Uniters. The most immediate and apparent benefits come from getting all
the great free stuff at sign up during the Billion Dollar Phreb. Getting proven is free and
happens automatically during confirmation of a credit card on line or by being vouched for
from a level 4 or higher user.
          * Messengers users can sell/transfer up to $10 to any user.
Level 4 “HERO”: Heroes are those who have contributed $100 to the project and had their
Identity vouched for by a Leader or Higher User or authenticated by a simple yet
sophisticated quick Q & A process in the account area to verify their identity. Due to the
many benefits and ease of becoming a Hero, the majority of users will seek to attain this
status. And since Verified Users mean higher integrity of the network, everyone signing up
during Phases II and III of Sunrise will get one Free Verification attempt from the Registry.
Once Verified they can:
• Perform the important function of vouching for Trustees, Uniters and Messengers.
• Vouch for the age of others
• Vote in Public Polls and Legislation
• Initiate the Process to Remove Fraudulent Users From the Network
          * Verified Users can sell/transfer up to $50 to any user.
Level 5 LEADER”: A Verified User who’s personally contributed $1,000 or more directly to
the Project. (Goes up to $2,500 after Phase III) Although many Users will hold this position
solely due to desiring better Numbernames, many more will seek the status to enjoy larger
opportunities and/or perform important duties for the network and its users.
Leaders make it possible for others to get Verified without having a social security number,
government assigned ID, credit card or credit related profile. They are extremely useful in
many countries where such IDs don’t exist as well as in any number of other situations
where people simply don’t have such forms of identification. They can also:
• Create Business Listings In the #Dex Directory
• Participate in Project Poles
• Elect Officers
          * Leaders can sell/transfer up to $500 to any user.
Level 6 OPERATOR”: A Certified User who’s Identity has been further authenticated by a
Provider, Facilitator, Registrar or Officer or via supply of documentation from another
approved source which could be a government authority or some other entity deemed
acceptable by the Registry.
Since there are many different functions that require various types of Certification, there
are also many distinct versions and various levels of Certification. In many instances
Certified users will undergo background checks, must be bondable or meet any number of
other conditions required by Unified Numbering in order to work in whatever field they’re
being certified for.
Once completed they might act as customer service people who help us with our accounts
when necessary or oversee programmers who are sometimes by necessity, exposed to
virtual spaces containing secure data. Certified users are often living, breathing versions of
firewalls between the private data of individuals and the public.
If Certification sounds a bit much, one needs to remember that Unified Numbering is the
means by which everyone will enjoy ultimate privacy and control over their personal
information. Finally, even celebrities, holders of high office & other outwardly public
figures can experience genuine safe harbor from unwanted contact and exposure of their
personal info.
As with all Unified Numbering users, outwardly public people will no longer have a need to
change phone numbers, email or shipping addresses, etc because only the calls and
correspondence from people specifically allowed will be able to get through.
Essentially, the Unified Numbering Network becomes a secure container for sensitive,
private information. This is why everyone will find exceptional value and the peace of mind
from having Certified Users in place where applicable.
          * Operators can sell/transfer up to $100 to any user.
Level 7 “PROVIDER”: A Certified user who’s responsible for $25,000 in contributions to the
Project whether directly or indirectly
and have had their identity vouched for by another
Provider or higher user.
Being a Provider opens the doors to many business opportunities with the project. Many
will seek obtainment of this level if they are entrepreneurial spirits who are already in
business or would like to start one to serve as a Product or Service Provider to the network.
Businesses owned by Providers will have certain advantages over their competition due to
their preferred status with users. As with any organization or group, users of the Unified
Numbering Network are naturally inclined to take care of their own.
          * Providers can sell/transfer up to $1,000 to any user.
Level 8 “FACILITATOR”: A Certified user who’s responsible for creating $50,000 in
contributions to the Unified Numbering Project. Facilitators are the best of the best,
they’re looked to for their opinions and ideas in regard to potential new services and carry
the voices of those they’re on record for referring into pre-polling meetings.
Facilitators enjoy many free services and upgrades for life from House Providers along with
two other very important benefits; They are the only people who can become Registrars
and are given preferred status in considerations for opportunities as Providers.
          * Facilitators can sell/transfer up to $100,000 to any user.
Level 9 “REGISTRAR”: A Verified user who’s responsible for creating $500,000 in
contributions to the Unified Numbering Project and serve as the primary sources of growth
during Sunrise.
Those who hold such positions represent everyone in Unified Numbering. They are spirited
entrepreneurs and die hard supporters of the Project who promote its development,
expand the user base and have the opportunity to profit nicely from doing so.
          * Registrars can sell/transfer up to $2,000,000 to any user.
Level 10 “OFFICER”: A Certified user who’s been elected in Phase IV and beyond to serve
as a representative for everyone in the network. As with any company, Officers carry out
pre defined duties and oversee certain operations for which they are responsible. Many
will require certification in whatever fields necessary for their particular involvement.
Officers are paid servants of Unified Numbering with varying salaries which are dependent
upon the position held. These positions and their respective salaries are determined by
users who are authorized to cast project votes. However, such salaries shall not exceed
200% of the then most recently reported average income, the GDP (PPP) of their respective
countries. (ie; About $45k in the US in 09)
There are several other basic monetary limitations made in order to see to it that being an
Officer isn’t just a route to riches. Firstly they do not have expense accounts so what
they’re paid is the only cash expenditure from the network. Another is they can only
transfer up to $1,000 to any user and no more than $25,000 per year total. However, it is a
pro ratable spiff given to them in the form of #Bucks at the end of each calendar year
So, Officers can use their credits however they choose but the most likely use will be in the
performance of their duties which includes recruitment of important people who will be
useful to the network.
There are also no preset terms of time for which they can serve and they can be expediently
replaced at any time via popular will of users for any reasonable cause. More on Officers in
the latter part of Phase III.
